Thibaut Guilluy, the new CEO of France Travail, has presented the details of a reform that will replace Pôle Emploi starting on January 1, 2024. The goal of France Travail is to contribute to achieving full employment by 2027, with an unemployment rate of around 5%. France Travail relies on cooperation between all employment actors, including Pôle Emploi, job centers, employment houses, Cap Emploi, and insertion structures. The aim is to create a one-stop shop for job seekers and companies, especially small and medium-sized enterprises (SMEs). Despite the current unemployment rate of around 7.5%, many companies are facing recruitment difficulties. Currently, only a third of SMEs and SMEs are using France Travail’s services, so it is necessary to encourage them to take advantage of this new entity. France Travail will bring about several changes, including automatic registration for RSA recipients and people registered with job centers and Cap Emploi. RSA recipients will have to sign an « commitment contract » providing for 15 hours of activities per week, with graduated sanctions in case of non-compliance. Controls will be strengthened and all employment actors are called upon to cooperate under the direction of France Travail. The goal is to mobilize the 55,000 employees of Pôle Emploi and the 100,000 other employment actors to facilitate cooperation and data sharing. France Travail aims to simplify the procedures for recruiters and job seekers by using the « tell us once » principle. The hours of activity provided for in the commitment contract will allow for more intensive support for RSA recipients. The goal is to provide personalized support on a large scale to facilitate a return to stable employment. Criticisms and disputes are emerging regarding the controversial commitment contract that imposes 15 hours of activities per week.
